how can I unlock the phone from the English operator .they ask to pay 9 pounds by UK Bank card but I only have a card of Russian banks.what should I do? help please!!

Re-contact that carrier and explain your problem. I think you can ask them where to make that money transfer via homebanking, and/or asking for help at your Russian bank.

Only the carrier can remove their lock.
I tried to correspond with them.but they stuck to it: you need an English map and do not say anything else

If you get no help from the English carrier, but if you have their offices or their e-mail addresses, I would talk to your Russian bank, asking them if they can contact those folks and learn how to tranfer money from your bank to them.
I don't know if you have the "PayPal" system in Russia. Should be this case, you can easily transfer money via PayPal, even using their e-mail address only.
And, if you find a solution, make sure that you get a receipt of that transaction.
