iPhone 11, 5 weeks old light stuck on TOTALLY non responsive. I have tried all the re-starts and "forced" restart nothing works. I have circle going round and round, and the light jammed on.

in such a situation, something could have gone wrong during your latest update process.
I would try to install a fresh copy of iOS on your 11Pro. To perform that procedure, create a full backup of your device's content, then restore it to factory settings and, in the end, set it up as new using these steps:
Restore your iPhone, iPad, or iPod to factory settings - Apple Support
When done, test your device for a while. If everything seems ok, restore your data from the previously made backup:--> Restore your iPhone, iPad, or iPod touch from a backup
