My iPhone software is not updating to recent version 13.1.3
it showing that update requested while using high wifi networks it is not updating
as in picture it is displaying since 20 days

Reboot the phone and try again.
13.1.3 is no longer current.
13.2.2 is the current version.
You will have to be connected to WiFi and preferably connected to power.
