iTunes and the App Store use the same Apple ID. If you go to Settings/iTunes & App Store, you will see that you can only enter one ID. Messages can use a different ID.

You can't have 2 IDs like you would have 2 user account on a computer. You can use 1 ID for iCloud and another for the App Store/iTunes.

You can only do it to a limited degree. My family had one where one person was the owner of the phone and had Find My and most services set up under one ID, but Contacts and Photos used another ID.
