Apps in cloud to be permanently removed
How can I permanently remove the apps I have downloaded but finally delete from my iPhone but still remain on my account as perchased?

You cannot remove any content from your AppleID purchase history. You can hide apps, but not remove them - Hide App Store purchases - Apple Support
