Upon further review, in order to use Memoji's you need a compatible iPhone model that supports this feature. I noticed in your post that you have an iPhone 8 Plus. You need an iPhone X or a later model. That information is outlined in this helpful article: iPhone and iPad models that support Face ID, Animoji, and Memoji
