It looks like a "Flash Message". Generally, those are only used by carriers (and rarely in the U.S.) to give you certain information. However, it's possible to spoof them. But, even though the can be rather scary looking, they are harmless.
There are no viruses on iOS, ignore it.
It is unlikely to be a virus. iPhones are generally not susceptible to viruses unless jailbroken.
If you don't recognise the sender delete the message without a care in the world
If you recognise the sender, talk to them
It’s not on the messages app it’s like a pop up or something like that
