Locked watch

My unpaired apple watch had a password which I forgot. Due to entering wrong password the watch first got locked for 60 minutes. After that again I entered the wrong password. After which this thing appears “too many passcode attempts. Reset apple watch and try again”

I tried resetting it 4 times by erasing it by pressing the switch button as per the guidelines on apple website. Still i am getting the same message. Picture is attached.

can anyone help me out in this.
