Thank you for using Apple Support Communities! I understand that you're unable to select "Add Page" button in the Pages app because it is missing entirely.
Is "Hide Toolbar" enabled? To check, try this keyboard combo: Command (or Cmd) ⌘ + Option (or Alt) ⌥ + T
You can also customize the toolbar in Pages, to add different buttons: Customize the toolbar in Pages on Mac - Apple Support

If you did not inadvertently hide the Toolbar with a option+command+T keyboard shortcut, see the second paragraph. If you have no visible toolbar, then perform that keyboard shortcut again.
The +Add Page toolbar item is a member of the default toolbar settings. If it is missing, then it was dragged off the toolbar and removed. In the View menu, select Customize Toolbar… . On the panel that appears, locate the +Add Page toolbar item and drag/drop it onto the Toolbar directly to the right of the Zoom button.
