Since the day iOS 13.2.3 was released, all my iOS devices (iPhones, iPad Pros 9.7 and 12.9) don't allow manual app updating any longer. They don't work any longer with both 13.2.2 and 13.2.3 Apps do load fine, no internet problems involved.
I have tried all well know fix efforts:
Nothing solves the problem so far.
Are you connected to a reliable / stable wifi network? Can you try using a different wifi network?
Is everything allowed in Settings>ScreenTime>Content&Privacy Restrictions>Itunes&AppStore Purchases?
How did you set "Download App" in Settings>[your name]>Itunes & AppStore?

Always allow? Ask if >200MB? Always ask?

In such a weird situation, without receiving any error message, I would contact iTunes Store Support and explain your problem, filling out and submitting this form:--> iTunes Store – Contact Us – Apple Support

I just could narrow it down a lot:
on my wife's iPhone, everything still works as expected.
It's only all devices under my account name, which don't work. So it must be something account specific.
I have no idea what that might be though.
I'm using a model XR (running 13.2.2) and an iPadPro (running 13.2.3) and everything seems to be okay.
What happens when you tap on Update or Update All buttons?
Do you see an error? Is there a screen that appears and shows an error?
Everything concerning the network is the same at it was some days ago, when everything worked.
What is even more strange, is that the updates don't work with my mobile network either.
in the appstore settings you mention under myname, everything is unchecked.
What do you mean for "manual app updating"?... could you please better explain the procedure you're trying to perform?

I mean the standard procedure of manual updating, as opposed to automatic app updating:
The Update process begins shortly and then already ends without updating, with a short wiggle of the update button(s)
