Why isn’t my Apple ID scanning my face at all?

I deleted my recent Face ID’s because it wasn’t detecting my face when I tried to unlock. I tried to set up a new face and it won’t let me go through the process. It just keeps telling me “lower iPhone” or “move 10-20 feet away from camera” but will not detect my face.
