When I try to remove PayPal from my phone it says I can’t Bc I have subscribed to something. But when I go to subscriptions it says I have non. I want this removed and I want the money out back in my account.

It could very well be that it is something connected with PayPal and not iTunes. You may be better off logging into your PayPal account on a computer and checking things there. You can also check with PayPal support if there is something that is a monthly deduction from their platform.
