Website & App Passwords Lost After Getting New iPhone 11 Pro

I backed up to iCloud my iPhone XS and after buying the iPhone11 Pro, I restored from iCloud backup.

After restore, i noticed all my Website & App Passwords from my keychain were not available. I looked in settings and noticed they were all gone.

How do i restore this?
