Mac OS does not have a control panel like MS Windows. What are you attempting to do and we can point you to where to start.

I suspect you may be referring to System Preferences. You can easily locate System Preferences in the Dock, or you can use Spotlight (the magnifying glass symbol in the upper right of the display OR keyboard shortcut Command + Spacebar and type " System Preferences " ) or you can find it in the Applications folder.
