I just got my iPhone 11 people can’t hear me it’s goes up and down and garbled I think it’s the new software because I put it in my old iPhone 7 and that’s when the problem started so I bought the 11 and it still doing it

Is it that you had poor sound quality on multiple devices? Is it that you can't hear people or is it that they can't hear you or both?
Is this only happening on phone calls? What happens if you FaceTime or record a Voice Memo?
