iphone migration

I am trying to transfer my apps/data from my old iphone 7 to a new XR. I am able to select "Direct transfer from another iphone" and the two phones connect, but it just takes me in circles. It tells me to enter my email, and then password from old phone, and then it goes back to the list of ways for me to transfer my data, I select "direct transfer" and it asks me to input the same info over again. I am not sure what I am doing wrong...
