Cant make a call using Siri

I have the same problem "Siri Call Justin Smith" gives "Sorry there was a problem with the app". I can use Siri to send texts, e-mails, check the weather, etc, works fine.

I rebooted the phone.

Updated to 13.2.3 (latest as of Nov 2019).

Have every option turned on for Settings -> Siri -> Phone. (same as Settings -> Phone -> Siri).

i have the same issue. Seems like IOS 13 has broken everything, first Siri was really slow, broken enterprise mail, just upgraded again and now i have "sorry, there was a problem with the app - open phone" - particularly awesome when you are driving. Thanks Apple

In Settings > Phone, do you have Siri turned on in all places?

Try: Restart your iPhone - Apple Support

Do you have in Settings > Siri & Search > Allow Siri When Locked: ON?
