If a new iMac Pro is shipped with Catalina, can you wipe it and install Mojave from an external drive?

Just FYI: The reason I wanted to is because I have 15 clients on Mojave and have to buy one more iMac Pro so I was wanting to keep all 16 on the same OS until I can update all at once. A co-worker is telling me the iMac Pro is still shipping with Mojave so I may not have to worry about it. If it ships with Catalina, I’ll just deal with it.

iMac Pros that were already in the box before Catalina's release will have Mojave on them. Starting pretty much right after Catalina's release, new iMac Pros coming off the assembly line will ship with Catalina as the base OS.

As a rule, no: Use the Mac operating system that came with your Mac, or a compatible newer version.
However, you're welcome to try it.
You can't install a lower OS than the one it shipped with.
