Is there a way to centrally manage more than one Apple TV?
Is there a way that you can block other people from adding their account and or add unwanted apps?

No. Each Apple TV must be individually manage.

You can restrict the downloading of Apps from the logged in account. See here: Use Restrictions on your Apple TV - Apple Support
You can not directly restrict the addition of another account, however what you can do is lock down the Apple TV so it cannot be accessed without its remote by restricting pairing of the Remote App on an iOS device. That way unless they have access to the physical remote, adding a new account would not be possible.
