If you currently have 12.4.3 installed, then your iPad isn't just 2 years old. An iPad mini with 12.4.3 is either the 2nd or 3rd generation, and those models were released in late 2013 (2nd gen) or late 2014 (3rd gen).

So yes, your device is too old. An iPad mini 2 or 3 is too old and it doesn't meet the hardware requirement for iPadOS 13.

iPadOS 13 requires atleast the Apple A8 chip and 2 GBs of RAM, both found in the:

  • iPad mini 4
  • iPad Air 2

and newer. If you have 12.4.3 installed, it indicates that you have a device not capable for iOS 13 / PadOS 13. You are better off with buying a new device.

iPad Mini 2 and 3 are NOT eligible for iPadOS.

The internal hardware is too and underpowered and Apple has deemed insufficient to run all of the new features of iPadOS.

Sorry. It is what it is.

On a positive note, the really important thing is third party app developers should continue to support your iPad model for a couple more years, or so.

Good Luck to You!
