Today, after charging my iPhone doesn't start main camera. Front camera work without lagging, but the main camera show a black screen in Camera app and in other apps. Sometimes it freezes picture and show some lagging.I'm trying to fix that problem with all methods: restart the phone, reset settings, force closing apps etc., nothing helps.
I have latest IOS version 13.2.3. iPhone came to me 11.11, 12 days since starting using it.

The only further attempt could be to install a fresh copy of iOS on your iPhone.
To perform that procedure, make a full backup of your device, then restore it to factory settings and, in the end, set it up as new, following these instructions:--> Restore your iPhone, iPad, or iPod to factory settings - Apple Support
When done, test your device for a while, without restoring data from the backup. If your camera doesn't work, it could be a hardware problem.
If everything is okay, then you can restore data from your previously made backup:--> Restore your iPhone, iPad, or iPod touch from a backup

If you bought it at an Apple Store or Authorized Reseller, you have 14 days from the purchase date to return it or ask for a refund.
In any case, it is covered by warranty.

Thank you for the recommendation, unfortunately restoring iPhone does not help. This is a hardware issue.
iPhone bought in the USA from Apple Store, I'm living in Ukraine we don't have official Apple support. That's mean I must fly in USA to refund. That's sad. I'm hoping for a new IOS version, maybe it will fix my problem or some other recommendations.
Yes, I suggested that procedure to be sure you've tried ALL basic troubleshooting steps available.
