What does the cellular option add, what will it allow you to do that the one without doesn't?
Will the one without allow me to send and receive texts and calls still?

The Cellular feature allows you to use your Watch without having your iPhone nearby. You can make and receive calls, and texts without having your iPhone with you. You do need a separate add on plan with your carrier (mine costs $10/month with AT&T) and you first have to pair it with an iPhone.
