iPad disabled

I uploaded the new iTunes. Still when I plug in my iPad screen will say

iPad Air 2, iOS 13

See the instructions in If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

In particular note item 2 in the "Remove your passcode" section of those instructions.
