I'm setting up time machine to back up my iMac. This computer does not have the "optimize mac storage" box checked, so there should be local copies of everything on my iCloud drive, right? So is Time Machine backing up those files? And where are they located?

OK thanks, found it. I was a little thrown off because there was no "library" folder -- had to go to the "view" tab, click on "show view options" and click the "show library" box. Sheesh.
