New Button with TouchID

Home buttons with Touch ID are paired to the motherboard, only Apple has the equipment to make a replacement Button function correctly.

From the iPhone 5S all the way upto the 6S you can get the homebutton replaced by a third party, but you will lose Touch ID. I recommend you go to the Apple store and ask for more information on pricing, and how it works.

The solid state homebuttons (iPhone 7-8) entirely lose its function if you get it replaced by a 3rd party.

No - only Apple Authorized Service Providers. On top of that, I don't believe that any AASPs in Pakistan are authorized to repair anything. Just complete replacements (which may be new or refurbished), including a battery service. The service price might be based on the extent of the issue as if there was a repair of that device.
