I just received an iPad with Wifi and Cellular capabilities. Is it necessary that I activate the cellular option, or can I just use the wifi option. Didn't realize that I had to have a cellular data plan which requires payments.

You don’t need to use the cellular features if your don’t want to. You’ll get along just fine using WiFi.
Having the cellular option gives you more than just a cellular radio - you also get the GPS capabilities. GPS is not available on WiFi Only models of iPad - and never has been!
