Transpose not working
I am using Numbers version 6.2.1 (6529)
My table is selected but the Transpose is not working. It is greyed out, however, my cells are not merged, hidden or locked.

have many rows are you trying to transpose? Numbers can only support 255 columns. So if the number of rows you have (before you transpose) exceeds 255, then transpose.
I should note... that I just checked and can confirm that transpose is unavailable even when it should be. You can post feedback regarding a bug using the Numbers menu item "Numbers > Provide Numbers Feedback" you should post a link of the this thread in your feedback.

I was able to transpose a table on a local document (not one stored in iCloud). The document it did NOT work on was one that was shared and stored in iCloud.
If you need to transpose a table in a shared document, copy the table, paste into a new document, perform the trasnposition, then copy and paste the table back to the shared doc.
I have never used the feature before so I do not know what it used to do. What I see is that it transposes the entire table, not a selected area. This is also how it is described in the "help". If the table has more than 255 rows, even if they are blank, it will not transpose the table.
Wayne, your screenshot cuts off at row 24. How many rows were in that table table you tested?
I specifically tested with a table less than 255 rows in a shared and unshared document
