The reason:
I have gave the consent to at the time when I set up the new phone, it has been works fine. I have not revoke that consent at anytime. Recently, my phone acting a bit strange, I no longer able to receive email message from the "Mailboxes" that settled up last year; I receive another request to ask for consent to access my account, I am a bit hesitate because it could be a quasi spyware program in my phone to seeking for consent to access the data.

Yes, otherwise your iOS Mail App cannot fetch your e-mail from Microsoft / Outlook.
You use Outlook Mail from Microsoft on your iPhone which runs iOS (Operating System), which is Apple. Of course you need to give permission.
