When I restart my I phone Touch ID is not working on this I phone

You must enter your passcode after rebooting the phone before TouchID will be enabled for subsequent use.
This is normal.

How about the battery?

Battery is ok
No one said anything about the battery.
You need to make an appointment at the Genius Bar of your local Apple Store or take it to your local authorized service provider and get it fixed.
I asked about the battery, what I should have elaborated on is if it was replaced by a 3rd party.
