I forgot my ipad password

It says connect to iTunes so I need a macbook

unfortunately I have a hp laptop so I have no clue what to do

Download iTunes for Windows and run it on your hp laptop.

Follow instructions connecting to iTunes:

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
