Using the file app I can move a picture from one folder to another folder without a problem.. The problem is that the pic does not show up on the photo app? Any ideas?

iCloud Drive and iCloud Photos are two separate iCloud services.
The Files app is used to access data in iCloud Drive.
The Photos app is used for iCloud Photos.

The problem is that on my phone the file app says ‘x’ picture is in my pics folder but the photo app doesn’t find it in that folder..
The Photos app does not look for files that are viewed in your Files app.
The Files app does not list photos that are displayed in your Photos app.
