Messages App won't send text to Android phone

Since updating to ios 13.2.3 I can't send a text to an Android phone while using Apple Messages app.

What happens when you try? There is no setting for disabling SMS on the iPhone, that is controlled by your carrier. Check with the carrier for your SMS plan.
