How do I remove the Apple ID on my used Apple TV 4th gen
If a reset/restore through the menu doesn’t completely remove settings,
then replace all the content on disk by restoring your Apple TV through iTunes - Apple Support.

You can sign out of your Apple ID in Settings > Accounts.
Unfortunately an Apple ID I am unfamiliar with is somehow still linked. When prompted I am not given the option to replace it with my own however I am the owner and signed in to everything. I’ve tried a hard restore and it’s still there?????
I would recommend to reset to factory settings to delete any settings with a previous account.
