I have a seasonal home without WiFi or other internet capability, though I do have 4g access, but I would like to find a suitable way to stream video content (i.e. Netflix / Vudu) as well as my Dish programming to the TV from my Iphone 11 Pro.

Thanks for coming to Apple Support Communities for help today getting content from your iPhone to your Samsung TV.
AirPlay 2 would require a Wi-Fi network to get content from your phone to the Samsung. Your best bet may be the Lightning Digital AV Adapter connected to your iPhone and an HDMI cable from the adapter into your Samsung.

If you go the adapter route keep in mind that some companies (including Netflix) will not allow you to stream video in that manner.
