iPad mini, iOS 9
It would depend on what version of iPad Mini you have. What version of iOS do you currently have on it. Also, if you go to Settings>General>About>Model, then tap on Model, and you will see a listing starting with an A. What is that? Given that your profile shows iOS 9, I'm guessing you have a first generation iPad Mini, and if so, you cannot update it past iOS 9.3.6.
The original iPad Mini can run no higher iOS version than 9.3.6 (if cellular). You need a Mini 4 to run iPadOS 13
If your iPad has been stuck on iOS 9.3.5 for the past few years, with no upgrades/updates forthcoming, then you
own an iPad Mini 1st generation.
A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6.
A 1st gen iPad Mini is a 7-year old device, now!
Its internal hardware is too old, underpowered and completely incompatible with any current and future versions of iOS.

If you need an iPad that can run the latest and greatest versions of iOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.
