How do I access my purchased Tv shows and movies from my windows 10 laptop. Once access can I download them. Do I need an app installed on my laptop to be able to watch them

You would watch that content in iTunes for Windows. The purchased movies and TV shows would be in your iTunes Library.

At this time, the Apple TV app has been released for computers running macOS Catalina, not other computer systems.
Thanks very much. I was stuck in the idea that TV would be a separate app as it is on my iphone and ipad.
