With a problem that I cannot update xCode to the latest version

While programming some codes on xCode and trying to run on my iPhone7, I found that it didn't allow to run under this cell phone and show errors - Could not locate device support files. This iPhone 7(Model 1660, 1778, 1779, 1780) is running IOS 13.2.3 (17B111), which may not be supported by this version of Xcode.

I though that it was because the xcode version 10.0 wasn't the latest version and was trying to update it; however, the process of updating xcode doesn't go and stay at running the spinning indicator. I don't know what to do now.
