I have an iPad mini 2 and it currently runs iOS 12.4.3. I want it to run iOS 13 because I need an app for school that only runs on iOS 13 or later, but when I try to update, even plugged into a desktop Mac, it says that I’m running the current version of the software and I can’t update it. Do I just have to wait for apple to make a new iOS for my older version of the iPad?

If you want iPadOS 13 on your iPad, you need to purchase a new iPad. Apple releases the new iOS / iPadOS for every device at the same time in September.

You need a newer iPad. Any iOS device running 12.4.3 doesn't have enough RAM for 13 and above.

iPadOS 13 is not supported in iPad Mini 2, so it currently run iOS 12.4.3.
