Whats the difference between gps and gps and cellular on the watch

With Cellular, once paired with an iPhone you can leave the iPhone at home and use the Watch to make and receive calls (without the iPhone being near). You must of course have the feature activated by your telephone carrier. I have AT&T and i pay an additional $10/month for this feature.
