The features are all listed in the table. There are no "limited" features. There are just features and the minimum OS required to use them.
There is one caveat with the new format for Reminders in iOS 13 and Catalina. If you have an iPhone running iOS 13 or a Mac running Catalina, you do not want to convert the Reminders.
You'll have to be more specific with your hypothetical. I don't understand what you are getting at.
You can use iCloud on all of those Macs right now with the 5GB of free storage. If it works for free, nothing will change when you increase the storage limits.

@Barney-15E
thank you, yes I noticed this and that made me post on here. What if I pay $ 9.99 to transfer an import a digital product and then wipe my harddrive to the reinstall harddrive just to find out the “partial work” actually doesn’t help for my file transfer.
by chance do you know what they are referring to as the limited features ? I have used the file sharing with high Sierra and haven’t noticed anything funky that could potentially harm my project files.
thanks again,
alex Hoyt
thank you for the further explanation. I think that makes sense that since I have the 5g free by increasing the amount by purchasing plan, I will still have same ability to transfer files across platforms.
thank you!

Yes, but some features require a later OS. Here are the requirements, feature by feature.
