I just got a new macbook air 13' 2019 model. After unboxing and starting up I checked the cycle count, and it already says 2. Is it normal for a brand new macbook to have a 2 cycle count?

Be sure to leave your Mac charger connected for Many Hours even after it gets to 100 percent charged, such as overnight. It will NEVER over-charge. This helps the System Management Controller understand how full is full.
After you have done this at least once, If it does not seem to be lasting an appropriate amount of time on battery, reset the SMC:
