It’s the same on the iPhone.
I am using an iPhone 6S with the latest iOS upgrade (November 2019) 13.2.3 , and the Speak Screen function (Settings > Accessibility > Spoken Content) works erratically compared to before. I am unsure if these bugs appeared within the iOS 12 to 13 upgrade, or if during one of the various iOS 13 upgrades.
eg on a Safari web page it starts by reading the http address, might then read the title of the article, and then starts reading the text at the bottom of the web page and stops, having skipped the main article content.
It can in fact jump all over the web page.
ALSO the Speak Screen toolbar is now slightly different. This includes the loss of the slow down or speed up rate of speech buttons, replaced with a button that will cycle through 1/2x , 1x, 1.5x, 2x. If you start to cycle through these, you will loose your preferred “speaking rate” selected in settings.
