Unable to upgrade my IPAD Pro or IPhone to 13.2.3. It gets stuck in “update requested”.

What is wrong?

what’s happening to me is that I click download and restart and it starts downloading saying it’ll take 5 minutes. Then the progress bar starts falling behind the remaining time until time runs out and the progress bar is around 50% progress. After that the download quits an error message appears. That happens every time I try to update it. I’ve tried restarting and it doesn’t work. it happens when I try to update it through a WiFi connection and plugged in.

Can I ask for help...please. Trying to update my mom's phone with13.2.3. She has an iPhone 6s plus. Can't install. I get a mess saying "an error occurred installing ios 13.2.3 options are retry or remind me later. Tried several times. Restarted phone. Same outcome.
