I am locked out of my iPod. How can I unlock it?

My son has an iPod Touch (5th Gen) and he forgot his pass code to enter the iPod. He tried to remember it, but locked himself out of the iPod all together. It has been charged, but now it will not power on at all. What can I do to get it back on and restore the settings so I can get the pass code off the iPod?
