I doubt this will change any minds, but the following is Apple's opinion.
From iOS 13 - Apple
iOS 13 is compatible with these devices.

I'm sorry, that is not correct. Tech specs, from Identify your iPhone model - Apple Support

That’s not true I have a video on someone on the iPhone 6 using dark mode and everything from the beta method. And to my understanding iPhone 6 users can only be updated to 12.4.3 correct. So due explain me how that’s possible that he can use the 13 iOS features on his iPhone 6.
Regardless of what you say or think you saw, iPhone 6 is 100% unable to run iOS 13. Ask the person you think has an iPhone 6 to go to Settings > General > About > Model and I'm 100% certain, they will have a 6s, which looks identical to iPhone 6.
The iPhone 6 cannot be upgraded beyond iOS 12.4.3 in either the beta or general release programs.
iOS 12.4.3 is the highest possible for that model.
It is possible on the 6S, it is not possible on the 6.
As to someone claiming otherwise, you will need to ask them.
I don't know what video you saw but I don't know of any way that an iPhone 6 can run iOS 13.
I not only seen the video i shot the video. So there’s no way you can tell me it’s not possible.
Get hold of that iPhone 6 then tell us what you see in
Settings > General > About > Model > the number here ????
or make a screen shot of this section.

Chris your correct I’m thinking of the i6 plus...
You're welcome.
