When I try to remove my card, it says I cannot as there is an active subscription and at least one payment is needed on file

I tried to remove my card by going to iCloud, payment and shipping, and remove card, but it won’t let me. A message instead pops up saying this is an active subscription and at least one payment is needed on file. However. Instead of $4.99 I’m being charged $30 a month. Please help me cancel this
