I have bought a VPN app and I have recieved nothing, who do I speak to to either get my money back or get access to what I bought?

If you mean the app hasn't downloaded : Redownload apps, music, movies, TV shows, and books - Apple Support


If you mean you've done an in-app purchase and it shows as successful on the iTunes account's purchase history, contact the app's developer. If they can't or won't help contact iTunes Support
