If your iPad will not update past 9.3.5 then you have either an iPad 2, iPad (3rd generation), or iPad mini (1st generation). These iPad models do not support any system version newer than 9. You cannot update your iPad any further. If you need to use software that requires a newer system software version then you will need to purchase a newer iPad model.

Can no longer download and install the Netflix app, initially, from the iOS App Store for that over 8-1/2-year old iPad.

If you had the older versions of the Netflix app prior to beginning of 2019, Netflix company IS still supporting these older versions of their Netflix app on older iDevices.

But, Netflix has prevented all, but its most recent app version/s to be installed from the Apple iOS App Store.
