Is this still the case that in order to add a new person to a group message thread, everyone must be using IMessage, therefore, only works if everyone has an iPhone?

Since my iPhone is also enabled to receive SMS, I was wondering why Apple can not enable this feature, as it is possible in reverse, with Android users able to add anyone onto a text thread. ?

Yes, that is still the case. Group messages with non-iOS devices are MMS and are controlled by the carrier.
