Welcome to Apple Support Communities. I understand that you’re unable to activate FaceTime on your iPhone using Wi-Fi but not using cellular connection. I’m happy to help.


Are you saying that you’re unable to activate FaceTime? Do you get an error message? If so, what error do you receive?


FaceTime is not available in all countries. FaceTime requires a messaging plan on your account to activate.


Please try the steps here: If you get an error when trying to activate iMessage or FaceTime - Apple Support

Are you saying that you’re unable to activate FaceTime? Do you get an error message? If so, what error do you receive?


FaceTime is not available in all countries. FaceTime requires a messaging plan on your account to activate.

You are welcome. You are able to use FaceTime on an iPhone or iPad using Wi-Fi or cellular connection. 


“You can use FaceTime on any of these devices on Wi-Fi: iPhone 4 or later, iPad Pro (all models), iPad 2 or later, iPad mini (all models), and iPod touch 4th generation or later (only iPod touch 5th generation or later support FaceTime audio calling).” You can find more information on FaceTime here: Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support
