Are you saying that you’re unable to activate FaceTime? Do you get an error message? If so, what error do you receive?
FaceTime is not available in all countries. FaceTime requires a messaging plan on your account to activate.

You are welcome. You are able to use FaceTime on an iPhone or iPad using Wi-Fi or cellular connection.
“You can use FaceTime on any of these devices on Wi-Fi: iPhone 4 or later, iPad Pro (all models), iPad 2 or later, iPad mini (all models), and iPod touch 4th generation or later (only iPod touch 5th generation or later support FaceTime audio calling).” You can find more information on FaceTime here: Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support

Was trying to use Facetime, in the USA, on an unused iPhone, connected to WiFi, that no longer had an associated phone number. It appears that Facetime on an iPhone requires a phone number, but not on an iPad?

You are able to use the iPhone connected to Wi-Fi with your Apple ID for FaceTime using the previously provided link. If you want to use your phone number with FaceTime, you will need to activate the device with your wireless carrier. If you need further assistance, please contact Apple Support here: Get Support

It appears that Facetime wil not authenticate on an iPhone that does not have a phone number. On an iPad, you don't need a phone number.
I was hoping to re-purpose an old iPhone, without a phone number, to Facetime on WiFi. Looks like I need to acquire an iPad.
